Billy Ray McNeely, 65, of Proctorville, Ohio passed away Tuesday, January 9, 2024, in OSU East Medical Center, Columbus, Ohio. He was born June 10, 1958, in Logan County, WV son of the late Anna McNeely and Donald McNeely. Billy is survived by his wife, Deborah McNeely; two children, Ashley McNeely, and Adam (McKenzie) McNeely; two grandchildren, Brody Waugh and Isabella McNeely; step grandson, Riddoc Webb; one sister, Elizabeth (Clinton) Neal; one brother, Robert Keith McNeely; and many special aunts and uncles. A funeral service will be conducted 7 p.m. Monday, January 15, 2024, at Hall Funeral Home and Crematory, Proctorville, Ohio officiated by Pastor Justin Wine with visitation being held from 6 to 7 p.m. on Monday also at the funeral home.
