Harold Lee “Charlie” “Shortcut” Waugh, 70, of Proctorville, Ohio passed away Thursday, July 4, 2019 at St. Mary’s Medical Center, Huntington, WV. He was born December 9, 1948 in Gallia County, Ohio. He is survived by his wife, Sandra Bias Waugh. Funeral service will be conducted 2 p.m. Sunday, July 7, 2019 at Hall Funeral Home and Crematory, Proctorville, Ohio with visitation being held one hour prior to the service.
