Jeffrey L. Parker's Obituary
Jeffrey Parker, 66, of Willow Wood, OH, passed away on June 7, 2026. Born on September 6, 1959, in Warren, Ohio, he was the son of the late Armand Keith Parker and Evelyn Louise Brink. He joined the Navy for a brief time in 1977 and then settled in Cleveland, Ohio where he worked as a security guard. November 1979, tragedy struck when Jeff was beaten, robbed, shot in the face and left for dead in an alley where luckily, he was found quickly by kind strangers that got him help. The family was called in to be with him as he was listed as critical condition and not expected to survive. However, Jeff was a fighter and a survivor. While most of the injuries healed, his face was badly scarred, and he was left blind with no eyes at all. When released from the hospital, Jeff attended classes where he learned braille, basic survival skills, and counting steps. With his exceptional mind, he was independent as ever. He moved back to West Virginia to be near family in 1982. One day he surprised his sister by knocking on her door after walking a block and crossing the street, alone, to visit her.
One of his favorite things was driving and working on cars. Alongside his brother-in-law/best friend, Jeff re-learned to use tools and enjoyed surprising people with his talent of repairing cars and small electronics. He could feel the parts and know what they were and where they went.
Jeff married in 1991 and in 1992, was blessed with twins. He is survived by his son, Jeffrey Keith (Jaymie) of Huntington, WV, and daughter, Samantha Jo (Victor) and one grandson, Victor “Junior” of Linwood, NC; several siblings, Kathleen (Martin) Mooney of Brinson, GA, Dennis Parker of Plano, TX, Donna (Virgil) Stevenson of Catawba, SC, Ed (Darlene) White of Pittsburgh, PA, Debra Reese (T-Bone) of Rock Hill, SC, David Smith of Rock Hill, SC, Lisa Smith, Catawba, SC, and many nieces, nephews, great and great-greats.
He was preceded in death by his parents; brother Ron; two sisters, Elaine “Candy” and Ann, as well as his former wife, Tonia.
Jeff was an amazing person with a great sense of humor. He was loyal and fiercely defensive of family and friends. He loved the Lord Jesus Christ and knew him as our savior. We already greatly miss him here but by now he’s laughing with family and with his new eyes, he’s once again enjoying God’s wonderful creations he was robbed of seeing for so long. His body and face have been restored to the health and beauty he was always intended to have.
Hall Funeral Home and Crematory in Proctorville, OH, is assisting the family with arrangements. Condolences may be expressed to the family at https://ehallfuneralhome.com
